The Executive Office of Transportation and Construction (EOTC) is responsible for coordination and planning of state transportation and related public construction policies. In fulfilling this responsibility it advises on, comments on, and conducts environmental review of projects of the Dept. of Public Works (DPW) (Massachusetts Highway Dept. (MHD) from 1992).
